Purpose:

To have a recognized environmental expert direct corporate EHS affairs by leading, developing and implementing strategies to: Address ever-changing Federal and State environmental laws and regulations to achieve and maintain compliance, Achieve best-in-class environmental status among power generating companies through anticipating future trends and assuring management systems are in place to deal with those trends, Assess and minimize the substantial liability associated with environmental contamination and the legal exposure of failing to comply with environmental laws and late or inaccurate reporting, Address pending Federal legislation on Green House gas emissions


Duties and Responsibilities:

Develop staffing and cross-training plan for EHS department to include plant staff. Develop, monitor and assess plant environmental metrics. Present metrics with an assessment of plant environmental performance, with actions to drive improvement in performance Perform a gap analysis to identify potential risks with plant operating profiles and current Title V permits.

 

Determine appropriate EHS policies, standards and/or procedures to achieve best-in-class environmental performance, including obtaining concurrence with these policies from the CEM Senior Management Develop and implement environmental management, reporting and scheduling systems which drive CEM to a position of industry leadership and continually improves our environmental performance. Establishment and implementation of environmental objectives into corporate business planning and management process.

 

Provide corporate environmental governance (industry compliance audits of plants) assure compliance with laws, regulations and CEM standards and assure that any required action plans are implemented in a timely manner while driving sustainable corrections. The assessment of environmental issues associated with acquisitions, dispositions and closures which entails identifying and defining potential environmental liabilities and associated costs and making recommendations on how issues should be handled, and then directing the implementation of the recommendations.

 

Develop a management summary of potential Federal and State regulations that impact the value of generation assets: e.g. Renewable Portfolio Standards, once through cooling regulations in California. Actively participate in industry association environmental committees to effect fair and equitable legislation and regulations by obtaining and evaluating information on future environmental management practices and programs.

 

Total overall responsibility for all regulatory and compliance reporting Provide program direction for training of Plant Managers and CEM employees on EHS subject matter Manage the EHS budget for all direct and indirect costs. This includes consultants, outside legal support, technical support and travel.


Supervisory Duties and Responsibilities

Will have direct reporting responsibility for all assigned corporate EHS staff and a dotted-line reporting structure to all plant personnel responsible for EHS compliance


Physical Requirements/Work Environment:

Compliance assessments and pre-requisition environmental assessments involve considerable walking and lesser amounts of stooping and climbing at plant locations. Must be able to endure conditions such as extreme temperature, loud noises, fumes, dust, etc. Hearing and vision are required. Must be able to operate a motor vehicle and have a valid driver’s license


Required/Desired Skills or Experience:

Required technical education, knowledge of basic sciences, recognized expert in environmental laws and regulation principles, business management understanding, knowledge of plant operations, process equipment, emissions, project management and the legislative and regulatory process Minimum of 10 years environmental experience in power plant O&M. Experience in power plant development and construction is a plus. Experience in recognition and abatement of environmental hazards in a typical plant production setting Ability to plan, direct, review and report on environmental issues Ability to develop and maintain interpersonal relationships with employees at all levels of the organization


Educational Requirements/Preferences:

Bachelor’s Degree required, Environmental focus strongly preferred Master’s Degree or MBA preferred
